Honorary Chair of the International Advisory Committee of the Charhar Institute
Zhao Qizheng is the Honorary Chair of the International Advisory Committee. He is Dean of School of Journalism and Communication of Renmin University of China and Director of the Institute of Binhai Development of Nankai University.
Dr. Han Fangming is the Founding Chairman of the Charhar Institute. He has served in four consecutive terms on the Chinese People's Political Consultative Conference National Committee, China’s top political advisory body. Since 2008, he has served in three consecutive terms as Vice Chairman of the Committee of Foreign Affairs of the CPPCC National Committee and has proposed many policy recommendations. A successful international businessman, Dr. Han is the trustee of four large central state-owned enterprises and one public company. He is a renowned international relations expert and Vice Chairman of the China Society for International Relations, a leading professional organization in the country.

Dr. Han Fangming
Lv Fengding is the Co-Chair of the International Advisory Committee. He is Member of the Foreign Policy Advisory Group of the Chinese Foreign Ministry. Previously, he served as Vice Director of the Office of the Central Leading Group for Foreign Affairs (vice-ministerial level). Prior to that, he was Chinese Ambassador to Nigeria and Sweden.
Secretary General of the International Advisory Committee
Huang Youyi is the Secretary General of the International Advisory Committee of the Charhar Institute. He is also Executive Vice President of Translators Association of China. A top English language expert and translator in China, he is a chief translator of Xi Jinping: The Governance of China Volume I & II. He was elected First Vice-President of the International Federation of Translators，2008. From 1993 to 2013, he worked for China Foreign Languages Publishing Administration as its Deputy Director-general.
Charhar Secretary General
Mr. HE Zhigeng (Peter), Secretary-General of the Charhar Institute since 0ct.24, 2018, and a member of Expert Committee of World Historic and Cultural Canal Cities Cooperation Organization (WCCO), an NGO based in Yangzhou, Jiangsu Province, China.
Mr. HE began to serve in the American Division of the Chinese People’s Institute of Foreign Affairs (CPIFA) in 1983, and remained with CPIFA throughout his career life. During which he served overseas a couple of times as: Second and First Secretary in the Chinese Embassy in USA from 1993 to 1998; Senior Director at Legal and Liaison Office of Boao Forum for Asia Secretariat from 2001 to 2002; Consul in the Chinese Consulate General in Los Angeles, USA from September of 2003 to December of 2005; First Secretary and Counselor in the Chinese Embassy from December of 2005 to February of 2010. Council Member of CPIFA from 2010 to 2011. He served as Director of the Department for Asian, African and Latin American Affairs of CPIFA and Director of the Department for North American and Oceanian Affairs of CPIFA from 2011 to 2014 successively. Starting from August of 2014 till November of 2016, he worked as Counselor for Political Affairs (DCM) in the Chinese Embassy in the State of Eritrea. Retired in December of 2016.
