Chairman of the Cambodian Congress, Heng Samrin, who is honored as Prince Heng Samrin, met with a delegation of the Charhar Institute led by Han Fangming, Deputy-Chairman of the Foreign Affairs Committee of the CPPCC Central Committee and Chairman of the Charhar Institute in Phnom Penh, capital of Cambodia on the morning of August 2, 2019.

During the meeting, Heng Samrin first extended warm welcome to Han and the delegation members. Heng said that the China-Cambodia relations are very close, special and important and since the establishment of diplomatic relations, the cooperation between the two sides in various fields has made considerable progress. Now the Cambodian government and people sincerely welcome Chinese entrepreneurs to invest in Cambodia and they are willing to provide good investment guarantee, added Heng.
In addition, Heng remarked he hoped the Charhar Institute, as an internationally renowned think tank of public diplomacy and international relations, can play a unique role in further promoting the friendship and cooperation between China and Cambodia in the future.
Han Fangming thanked Prince Heng Samrin for his reception and remarked that since the establishment of the diplomatic relations between China and Cambodia 61 years ago, the friendship between the two countries has made considerable progress with the hard work and strong support of the national leaders of both countries, including His Excellency Prince Heng Samrin, and now China-Cambodia relations has entered the best period in history.
Han highlighted that Prince Heng Samrin, as a renowned Cambodian politician known and respected by the Chinese people, has indeed made important contributions to promoting Sino-Cambodian friendship, which has been highly appreciated.
Han pointed out that based on the current China-Cambodia relations featuring mutual respect, understanding, support and trust, the Charhar Institute will further cultivate the friendship between China and Cambodia, deepen the mutually beneficial cooperation between the two countries and try to make contribution to the continuous development of China-Cambodia comprehensive strategic cooperative relations through taking opportunities, especially after the establishment of the ASEAN Center of the Charhar Institute in Phnom Penh this year.

Heng Samrin is now Chairman of the Cambodian Congress and Honorary Chairman of the People's Party of Cambodia.
Born in 1934 in Kampong Cham Province of Cambodia, Heng Samrin served as the Honorary Chairman of the People's Party in 1991. He was appointed as the Senior Adviser to the King by Sihanouk in 1993. He then served as First Vice-Chairman of the Congress in 1998 and was re-elected First Vice-Chairman of the Congress in 2004. He served as Chairman of the Congress in March 2006 and was re-elected consecutively three times in 2008, 2013 and 2018 respectively. He has visited China many times, including the visit in 2007, the visit in October 2010, during which he attended the Western China International Exposition, and the visits in 2011 and 2016 as well. He has four children.
