Zhang Guobin is Secretary General of the Charhar Institute, and Senior Fellow. Zhang assumed the position of Secretary General of Charhar in April 2016, after several years of service as Deputy Secretary General. Zhang Guobin is a senior diplomat who served in the Department of African Affairs, the General Office, the Protocol Department, and the Department of Consular Affairs under the Ministry of Foreign Affairs of the People’s Republic of China and the Diaoyutai State Guesthouse Administration. He was in Africa for eight years and in France for eleven years and has visited more than 140 countries. From 2009 to 2012, he was the first Chinese Consul General in Saint Denis (France). From March 2012 to February 2015, he was the Chinese Consul General in Strasbourg (France).
