Charhar Public Diplomacy series
Zhang Tuo is Member of the Foreign Affairs Committee of the Charhar Institute in Beijing. From 1983 to 1988, he was the Third Secretary of the Embassy of PRC in Spain. From 1988 to 1991, he was the Third Secretary and then Second Secretary of the Department of European Affairs. From 1991 to 1996, he was the Second Secretary and then First Secretary of the Embassy of PRC in Spain. From 1996 to 2002, he was the First Secretary, Counselor, Deputy Director-General of the Department of European Affairs. From 2002 to 2006, he was the Ambassador of the Embassy of PRC in the Multinational States of Bolivia. From 2010 to 2011, he was the Ambassador of The Department of European Affairs. From 2012 to 2016, he was the Ambassador of the Embassy of PRC in the Republic of Cuba. He received BA in Spanish from Beijing Foreign Studies University.
