Ma Deyi is Adjunct Fellow at the Charhar Institute in Beijing. He is Professor and Director of Center for Rule of Law in Rights and Interests of Communication at Sea of East China University of Political Science and Law. He holds a number of posts in social organizations, such as Councilor of China Society of International Law, China Society of Private International Law and the Institute of International Economic and Trade Law affiliated to China Law Society. He is also Vice President of the Institute of Maritime Law of Shanghai Law Society, as well as Executive Director of Institute of Maritime Law of China Association of Marine Affairs. He specializes in maritime law and commercial maritime code. He has conducted more than 20 research programs, published six books as author or co-author, and issued over 60 papers on academic journals. His policy recommendations was implemented by the Communist Party of China Central Committee and the Liaoning Provincial Committee of the CPC. He was honored "Outstanding Young and Middle-Aged Legal Expert" of Liaoning Province in 2014.
