Cai Runguo is Member of Foreign Affairs Committee of the Charhar Institute in Beijing. From 1987 to 1990, he was the Third Secretary, Second Secretary of the Embassy of PRC in the Republic Bolivariana of Venezuela. From 1990 to 1993, he was the Deputy Director of the Department of Latin American and Caribbean Affairs of Ministry of Foreign Affairs (MFA). From 1993 to 1995, he was the First Secretary of the Embassy of PRC in the Republic of Peru. From 1996 to 1999, he was the Director of the Department of Latin American and Caribbean Affairs of MFA. From 2000 to 2003, he was the Counselor of the Embassy of PRC in the Republic of Cuba. From 2004 to 2006, he was the Deputy Permanent Observer of PRC to the Organization of American States. From 2007 to 2010, he was the Ambassador of the Embassy of PRC in the Republic of Ecuador. He is an Invited Research Fellow of Center for Latin American Studies, Nankai University. He received BA from Beijing Foreign Studies University and MA from Central University of Venezuela.
