The Internet has been seen as the harbinger of a world without borders or sovereignty. But states have recently reemerged in cyberspace, asserting sovereignty or using it to pursue conflict with rivals. With the development of information technology after Web 2.0, heated discussions on cybersecurity such as PRISM, Huawei and 5G have become headlines of media around the globe. More and more countries highlight the geopolitics in cyberspace in their defense strategy, and cyberspace is now becoming a big stage for a new round of geopolitical competition.
What is the relations between geopolitics in cyberspace? What are the impacts of geopolitics in cyberspace on foreign affairs? How to construct efficient diplomatic mechanisms in cyberspace?
To answer these questions, the Charhar Institute invites Shaun Riordan, together with scholars from the Charhar Institute, to share their cutting-edge research on cyberspace management, cyber conflict resolution and construction of cyber diplomacy.

About Shaun Riordan
Shaun Riordan is Director of the Department for Diplomacy and Cyberspace in the European Institute of International Studies and a senior visiting fellow of the Netherlands Institute of International Relations, “Clingendael”. He is also an independent geopolitical risk consultant. A former British diplomat, he served in New York, Taiwan, Beijing and Madrid, as well as the departments of counter-terrorism and the Eastern Adriatic in the Foreign Office. Shaun has taught at diplomatic academies in the Dominican Republic, Spain, Armenia and Bulgaria. He is the author of “Cyberdiplomacy: Managing Security and Governance Online” (Polity, 2019), “Adios a la Diplomacia” (Siglo XXI, 2005) and “The New Diplomacy” (Polity, 2003).
